Croylease Pilot Scheme
Accommodation for the Croylease Pilot Scheme.
The scheme requires 50 x 3 bedroom houses within the boundaries of the London Borough of Croydon which must meet the Decent Homes Standard set out in the criteria attached. In addition to these requirements all properties must have a boiler which has been installed within the last 5 years. If the boiler is more than 5 years old, a new boiler must be installed – please await advice on recommended model. Boilers will be covered by Croydon Council under a 3* gas repair contract covering all boiler maintenance and central heating systems. In the event that the boiler needs replacing during the lease then you as the landlord will be liable for the cost.
A 10 year battery operated smoke alarm must be fitted on every floor level hall/ landing area. You will also be required to provide gas and electrical safety certificates, proof of buildings insurance and evidence that you own the property such as a letter from your mortgage lender. In the absence of any documentation confirming ownership you will; be required to sign a proof of ownership declaration.

As this scheme will initially run as a pilot there are a limited number of properties we can accept however there will be an opportunity for investment in the scheme in the future. You also have the option of making your own arrangements to secure a loan with an alternative lender.
We will accept properties which you already own and which meet the required standard, however we will not accept a property which has existing tenants.
Any property you offer the scheme will be checked free of charge to assess whether it is suitable. If we consider the property to be suitable a more thorough inspection by a surveyor appointed by the Council will need to be conducted. This will have the benefit of enabling us to advise you of any work which may need to be carried out for the property to meet the required standard, before it is accepted on to the scheme. It will also allow you to assess the potential cost of the work required. At this stage we will issue an ‘Agreement to Lease’ to the Landlord stipulating that the property must be brought up to standard within four weeks (subject to completion date for newly purchased properties). Once the work has been completed we will survey the property a second time to confirm the work has been completed satisfactorily and that we are happy to accept it onto the scheme.
Landlords will be required to contribute towards the cost of the surveys but will be reimbursed once the lease has been signed. Should a property require any further surveys the costs will be the responsibility of the landlord. Attached is a flow chart outlining the process for providing a property for the scheme.
Where a property has been empty for a period of 6 months or more, you may be eligible for an empty Property Grant to assist you with bringing the property up to the requisite standard. Information regarding this scheme is available on request.
